Governor Singh calls for addressing issues that create terrorism

ITANAGAR, Apr 11: The only way to address terrorism is to deal with issues that create terrorism, to resolve them where possible and where that is not possible, to ensure that there is an alternative to violence, said Arunachal Pradesh Governor, Gen J.J. Singh.

The Governor said this at Kurukshetra University, Harayana yesterday while delivering a lecture on “Countering Terrorism and Insurgency: An Indian Approach”.

Advocating for adopting ‘Iron Fist and a Velvet Glove’ policy in the face of the challenges posed by terrorism and insurgency, he said that there should be “no nonsense’ approach while tackling insurgents.

Gen Singh emphasized that there is an imperative need to evolve a comprehensive strategy to strive towards ensuring an internal and external environment conducive for unhindered progress. There is a need to address issues which have political, economic, ethnic and religious dimensions in areas dominated by terrorism and insurgency. A multi-dimensional and multi-pronged strategy at the national and state level has become imperative, he stressed.

On the role of Indian Army in countering insurgency, the former Chief of Indian army said that the Army’s role is to provide security to the population and a secure environment for the administration to be able to provide good governance.

Lt. Gen. (Dr.) D.D.S. Sandhu, Vice Chancellor of the Kurukshetra University, while welcoming Gen Singh, lauded his efforts as an Army Officer with forty years of illustrious career and for playing a very vital role in the socio-economic development of Arunachal Pradesh as its Constitutional head.

During his visit to the University, the Governor toured the university campus and saw the museum, christened 'Darohar'.

Vice Chancellor Lt. Gen. (Dr.) Sandhu, has shown his willingness at the offer of Students Exchange programme by Governor Singh. Governor had wanted that there be exchange programe for students of Haryana and Arunachal.

It may be mentioned here that the Kurukshetra University, in Kurukshatra, Harayana was established in 1956 as a unitary residential University. The foundation stone of the University was laid by late Dr. Rajendra Prasad, the first President of India.  Starting with only the Department of Sanskrit, it has grown into a multi-faculty University and is known as a premier centers for advanced study and research in the region. Students lambast Chakmas for indulging in violence

ITANAGAR, Apr 11: Students of the state have sharply reacted to the reported violence by Chakmas at M-pen in Miao Subdivision. On April 9, scores were left injured when Chakmas allegedly attacked a group of Singphos following eviction from their houses.

The All Tai Khampti Singpho Students Union and Adi Students Union have expressed its solidarity with the AAPSU on Chakma refugee issue.

“The recent attack by the Chakma refugees on the land owners of Mpen village is provoking and tantamount to throwing an open challenge to the entire Arunachal society. AAPSU leadership should act tough on the issue and to hammer out the crisis in a given time frame without delay”, AdiSU president Tapu Mibang said.

On the other hand, ATKSSU president Wangpa Tinki validating the claims of AAPSU on Chakma imbroglio said that thing has gone out of control and their patience was wearing out and called for early action.

He further alleged that they are not getting support from the administration and the public themselves have to deal the Chakma problem on their own.

The ATKSSU, the student body of the affected area, demanded early arrest of the ‘mastermind’ who played role behind the attack on the unsuspecting and innocent Singpho community members on April 9 last. Meanwhile, ATKSSU has decided to serve 15 days ultimatum to the administration to arrest the culprits and to deport Chakma in their designated camps.

Meanwhile, a case has been registered against 5 Chakmas at Miao police station after the attack.

The decision of Itanagar Market Welfare Association (IMWA) to have Sunday as rest day instead of Tuesday gives respite to thousands  of local residents of Itanagar and people residing in the vicinity of Itanagar area.

All the Govt offices, undertakings, Govt or private institutions remain closed on Sunday. Accordingly Govt employees, workers and students work out many programmes such as meeting with friends, relatives, marketing and outdoor holiday etc on Sundays. Therefore, I appreciate IMWA Cabinet for taking right decision to have Sunday as rest day in greater interest of the business community and general public.

Army recruitment rally draws massive response from Arunachal

ITANAGAR, Apr 11: Army Recruitment Rally which started from April 07 at Jorhat was a place of attraction for the youth of Arunachal Pradesh. Nearly 2000 young boys from hill state have already participated in the rally, of which 841 passed in 1.6 km run, and are now undergoing further physical and medical tests. Having seen an encouraging response from the indigenous Arunachal youth to join army, the authorities feel that hundreds of more young boys from schools and colleges are likely to participate in the recruitment drive by the army which will continue till 21 April, followed by the written test of medically and physically fit candidates on 25 April.

It is also informed that army has planned to hold another rally at Along, District West Siang from 18 to 20 April 2010. This rally is being held in addition to recruitment rally already under progress at Army Recruiting Office, Jorhat. Candidates who feel convenient to report at Jorhat can participate in the recruitment process at that place. Others, for whom Along is more convenient can report at Along on the given dates.

Interviewing many candidates revealed that they have come from different regions of Arunachal Pradesh including many from the upper reaches of the state like Upper Subansiri, Tawang, Dibang Valley and Upper Siang districts. Maximum response so far has been received from Tirap, Lower Subansiri, West Siang, East Siang, Lohit, Changlang and West Kameng districts, because of an extensive publicity done by the local administration there, down to the GB level, said a Army release.

The Army has advised the  candidates to make use of Majauli ghats (near Lakhimpur) and Selapathar ghats (near Dibrugarh) to cross over Brahmputra, to reach Jorhat.

Since the pay and perks are quite good, for instance a sepoy will earn around Rs. 14000/- to 15000/- pm besides many other perks such as free medical, free rations, accommodation, 60 days Annual Leave, 30 days Casual Leave etc, it is recommended that qualified young boys who are class X and XII pass should come forward to participate in the recruitment rally, said Director, Army recruitment Colonel Baljeet Singh.

Chief Election Commissioner asks for power to deregister political parties

Bhopal, Apr 11: Chief Election Commissioner Navin Chawla  said, “The EC should be given power to de- register political parties especially those which do not even contest elections.”. He said this at the sixth national conference on Electoral and Political Reforms organized by Association for Democratic Reforms and National Election Watch at  Bhopal.

Chawla further expressed deep concern about increasing instances of paid news which needed to be addressed urgently. The conference discussed the role of media in elections,  and the increased danger of the phenomenon of “paid news” in election campaigns.

While sharing the experiences of electoral practice of Arunachal Pradesh, Chairperson Arunachal Citizens Rights (ACR) cum co-ordinator,  Arunachal Election watch,  Bamang Tago informed  that Arunachal Pradesh   may be ranked highest in the country in terms of poll expenditure.  He said that to curb such  practice, there is an urgent need of voters’ awareness in the village level.  

He further said that vote capturing, massive rigging and impersonation has been a common practice  particularly  in  rural areas in presence of the representative of Election Commission of India like Presiding Officer, micro observer  but field duty officers never report such incident to the higher authorities. He said that the very objective of free and fair election seems to be have failed.

There is also assistive interference of bureaucracy during the elections, he added.

He further spoke on the pernicious practice of the ‘Paid News’ resorted to by the greedy managements leading to the subversion of democratic process of elections and the freedom of the press during the elections.

Above all, money and muscle power has eaten into the vitals of Indian democracy to such an extent that money alone elects leaders, he said. Money brings the ticket to fight an election and as money buys the support to form a government, money earning is the sole responsibility borne efficiently by the leaders during the five year term, he said.

He further said that the efforts of Election Commission of India for electoral reforms   is much below desired level particularly to eliminate horse trading and money and muscle power which are order of day.

Chawla released a book “Lok Sabha 2009 Election Watch: A compendium of state election watch reports”. The book contains analysis on criminal and financial details of candidates and winners of Lok Sabha 2009 Elections for all states and UT‘s of India.

Speaking on the importance of the political party reforms, Mr. Manickam Tagore, MP INC said, “All political parties remain closed for new entrants, unless they have some connections. This closed nature of the parties needs to be changed and the gates should be opened to meritorious youth”.

On the importance of electoral reforms Kirit Somaiya, National Secretary BJP said, “Electoral and political reforms are crucial for the progress of the country. Paid news is a menace on which action should be quickly taken so that the spirit of democracy is kept alive”.

Anil Madhav Dave, MP, BJP strongly appealed that, “Vidhan sabha and Lok sabha elections should be held jointly so that constant elections don’t become hindrance to development”.

On the second day, Representatives of Congress and BJP discussed issues like inner party democracy and funding transparency, on the concluding day of the sixth national conference on Electoral and Political Reforms organized by Association for Democratic Reforms and National Election Watch.  Vinay Sahasrbuddhe, Member of BJP Executive Council said that political parties should also subject some regulation and be asked to furnish annual reports of activities and accounts.  He also added that politicians should undergo professional training to become effective legislators.    K.K.Mishra, Congress spokesperson from Madhya Pradesh, expressed concern about the increased role of money power and criminals in elections.  

The conference concluded with resolutions demanding no criminal candidates, an option for “none of the above” on the voting machine and political party reforms.

 

Tutsas celebrate Pongtu

KHONSA, Apr 11: Tutsas of Changlang and Tirap district celebrated Pongtu Festival today. Lok Sabha MP Ninnong Ering, Finance Minister Setong Sena and Education Minister Bosiram Siram who participated at Pongtu festival celebrated at Khonsa today extended their greetings to the people. Speaking as chief guest on the occasion, Ering said that all festivals in the North East are related to nature adding that it was imperative for the people to protect the environment. He said that many of the promises made during last assembly elections were fulfilled by Dorjee Khandu Government and asked the people to cooperate with the state government. He assured to provide funds for construction of Pongtu Paang (Dormitory) at Khonsa.  While participating in the festival, Finance Minister Sena passionately exhorted the Tutsas to protect and promote their rich traditions and asked people to pay maximum emphases on education adding that only education could guide the onward march of any society.

Education Minister Siram in his speech said that festivals had been handed down to the people by their ancestors and must be preserved for the posterity. He said that  society without culture is not worthy of being called a society and asked the people to zealously guard their culture. He further said that education bill has been enacted and passed by the assembly to guide the functioning of the education department.

Local MLA Kamthok Lowang and Dr. Narayan Singh Rao, Director,IME also spoke on the occasion. A book on the Tutsa tribe of North-east India authored by Dr. Narayan Singh Rao was released by the chief guest on the occasion. Speaker Wanglin Lowangdong, DOTC Chairman Yumsen Matey,DC, SP and HODs attended the festival. Folk dances modern dances and community feast marked the day-long celebration. (DIPRO)

 

Taro Boje passes away

ITANAGAR, Apr 11: Taro Boje, a Christian leader died yesterday at his residence at Jeko Sunpura, Lohit. He is survived by his wife, 5 sons and 3 daughters.

Born in 1930 and he served in Assam Rifles for about 14 years. Later he was arrested and imprisoned in 1968 for 40 days at Aalo for preaching Christian faith.

Meanwhile, Galo Baptist Christian Fellowship members of Naharlagun condoled the demise of Boje and prayed for the eternal peace of the departed soul.

It also extended heartfelt condolences to the bereaved family members and prayed almighty to give strength to all the family members.

 

Reading room for aspirants

ITANAGAR, Apr 11: Galo Welfare Society would open up its reading room in SB Estate, C-Sector, Itanagar, for the use of the APPSC Mains examination candidates every day with effect from April 13.

The GWS also agreed to provide basic minimal financial assistances to the needy candidates who have qualified for the examinations. Galo lady candidates married into other tribes or ladies from other tribes married to into Galo tribe are also entitled to the available limited supports and resources.

 

APP Bn Lifts the NJMYF Volleyball Cup

NAMPONG, Apr 11:  The APP Bn Jairampur lifted the first Volley Ball tournament organized by the Nampong-Jairampur-Manmao Youth Forum. Held at General ground at Nampong, in the thrilling final match Bn smashed its opponent Khamkhai Village by 3-0.

Speaking on the occasion, chief guest N.M Das, SDO Nampong exhorted the youth to concentrate more on sport for physical fitness while adding that time have come to take sports as a profession.

He also assured that local administration will provide all possible support and environment to encourage youths to creati a secure, peaceful and conducive society in the area and exhorted locals to help administration in this endeavor.

The Gen Secy. of NJMYF Youngme Mossang expressed his satisfaction at the responses of local youth of the area during the entire period of tournament.  

 

Green-Clean University for Green- Clean Arunachal

ITANAGAR: Rajiv Gandhi University Students Union would organize a series of programmes starting from April 14 to 17 within and outside the campus under the banner “Green-Clean University for Green- Clean Arunachal and Bequest to Save Some One”.

A social service will be held at the General Hospital, April 14 while Blood Donation cum HIV AIDS Awareness Camp will held at RGU Auditorium the next day.

A Social Service cum Tree Plantation at the campus is scheduled on April  17.

Union further urged the university authority to look in to the demands of 13 points memorandum while calling for intimating the progress report to the union before another series of democratic movements come up.

 

UAEA resent illegal recruitment in PWD

ITANAGAR: Unemployed Arunachalee Engineer’s Association (UAEA) has expressed strong resentment over alleged illegal recruitment going in the PWD.  In a press release issued UAEA claimed that in PWD junior engineers (JE) under contractual basis are being appointed on the basis of political recommendation.  

UAEA termed such acts as a slap on the face of many unemployed youths of state. Association has further asked authorities to conduct written examination to select JE under contract basis in PWD.

UAEA were also shocked to learn that few people are occupying simultaneously posts at same time in various department and requested authorities not to encourage such illegal practices.

 Further intensifying their move against illegal appointment practice, UAEA demanded that 3 AUPOs who were promoted from draftsman grade-II to AUPO in UD department should be recalled immediately and all engineers on deputation should be sent back to their respective parent department at the earliest.

UAEA also hope that with clearance given by ordinance and methodology department, hydropower department will soon declare result of JE (civil) exam, which is long pending.

 

Divine Mercy Feast Day

ZIRO, Apr 11: With the rest of the world, the Catholic of Ziro valley has also celebrated the Divine Mercy Feast Day at Divine Mercy Church, Mudang Tage village here on today.

Parish Priests highlighted on brief history of Divine Mercy Feast day saying that “the Divine Mercy Feast is a feast of Mercy. It is believed that St. Faustina Konwalska who got a special revelation from Jesus himself that we should ask for Mercy from God. The key revelation of St. Faustina was that God’s Mercy is infinite and unfailing. The Divine Mercy message asks the faithful to implore God’s Mercy for the entire world, to be merciful and forgiving towards others and to trust in God completely.

As a part of celebration, every colony had special novena prayers for nine days. The feast of Divine Mercy is the day when the faithful conclude this novena. Large numbers of believers gathered and prayed for mercy for the whole world.

 

ZPM reacts

ITANAGAR, Apr 11: Chairperson East Kameng Zila Parishad Sepi Bagang has refuted the claims that Panchayat leaders and intellectual of 9th Chayang Tajo Constituency are satisfied with the work of MLA Karya Bagang.

In a release, the PR leader has said getting praises and support from all PRI members does not arise as the MLA belongs to All India Trinamool Congress party and majority of the PRI members are from Congress. The ZPM also called upon the DCCI and BCCI of the area to enquire who are the PRI members extending support to the MLA as claimed through the media recently.

He further alleged the MLA of taking arbitrary decisions on awarding contract works under BADP schemes in the constituency while adding that MLA and the executing department flaunted the government norms by not taking the PR leaders into confidence of ZPMs, particularly of Chayangtajo and Sawa.
